Google will throttle memory-heavy Android apps and curb their Play Store reach

Google is turning Android's per-app memory limits into a hard requirement, and it is prepared to use the Play Store to enforce them. According to The Verge, Google published a developer memo this week — first spotted by TechCrunch — setting out how Google Play will police memory usage, with penalties scheduled to take effect in February 2027.
What the memo says
The post tells Android developers that meeting the new memory-usage limits matters, framing the thresholds as a way to navigate industry-wide hardware constraints and Android's broader memory limits. But the guidance comes with teeth. Apps and games that fail to meet the thresholds may see reduced visibility and restricted publishing capabilities on Google Play, according to the memo, with further details due later this year.
That store-level consequence is arguably more significant than the technical limit itself. An app that still runs but is harder to find — or blocked from publishing updates — loses its route to users, no matter how well it performs in other respects.
Where the limits came from
The per-app memory caps were introduced with Android 17 and first appeared on Pixel phones. The Verge connects the policy to a hardware shift: the base configurations of the Pixel 11 Pro and 11 Pro XL ship with less RAM than the previous year's models, a change the publication reads as a symptom of the memory supply squeeze that has already affected device makers.
As Android 17 rolls out across the ecosystem, the reach of the policy widens considerably. Google warns that over the coming year, an increasing number of manufacturers will apply the per-app memory limits across their device portfolios, spanning configurations from 4GB to 16GB-plus of RAM. In practice, every Android app will need to behave on entry-level hardware, not just on flagships.
What happens to apps that exceed the limits
Enforcement works on two levels. On the device, Google's language is blunt: an app that goes over its limit "will be slowed down and may be terminated." On the store, non-compliant apps and games face commercial penalties through reduced discoverability and publishing restrictions.
Developers are not being asked to fix this overnight. Google says enforcement begins in February 2027, which gives teams time to profile memory use, trim background consumption, and test against low-RAM devices before the rules become binding.
Why it matters
The memory shortage has been well documented for its effect on hardware; this policy shows the squeeze now reaching software. Google is effectively asking developers across the Android ecosystem to absorb the cost of constrained RAM budgets by optimizing their apps, rather than leaving the problem with device makers alone.
It also marks an escalation in how Google wields the Play Store. Converting a technical guideline into a distribution requirement — miss the memory budget and your app becomes harder to find — gives the policy far more force than an operating-system cap would carry on its own. And because the announced range starts at 4GB devices, the cheapest hardware on the market will now define the optimization target for everyone building for Android.
