Meta staff privately acknowledged Lula's Instagram was harmed by restrictions, report says

Internal Meta messages reviewed by Folha de S.Paulo reportedly acknowledge that Instagram restrictions hurt President Lula's accounts during Brazil's election, as a court orders equal treatment before the runoff.

Meta staff privately acknowledged Lula's Instagram was harmed by restrictions, report says

Employees at Meta acknowledged in internal communications that Instagram restrictions negatively affected the accounts of Brazilian President Luiz Inacio Lula da Silva during the country's presidential election, according to messages reported by Brazilian daily Folha de S.Paulo and covered by Al Jazeera.

What the internal messages said

According to Al Jazeera, Folha, a Sao Paulo-based newspaper, said it had reviewed internal Meta messages acknowledging that Lula's Instagram accounts were harmed by restrictions during the election. The same communications reportedly acknowledged that the platform recommended the profile of his runoff opponent, Senator Flavio Bolsonaro, along with Bolsonaro's WhatsApp channel.

The report was published on Friday, roughly a week and a half before an October 25 runoff between Lula, the left-wing incumbent, and Bolsonaro, his right-wing challenger, who performed better than expected in the first-round vote earlier in October.

Meta's response

Meta told the Reuters news agency that the technical issues cited in the report were already publicly known, and that the internal conversations Folha referenced dealt only with how severe those issues were, not with political interference. In a statement, the company added: "Any suggestion that Meta favors one side is false."

Court orders equal treatment

Folha's report landed one day after a Brazilian judge ordered Meta to immediately adopt measures guaranteeing equal treatment of the two candidates ahead of the runoff. According to Al Jazeera, Justice Marco Aurelio Bellizze of Brazil's top electoral court issued the ruling on Thursday, shortly after Lula filed a complaint accusing Meta, which owns Instagram, Facebook and WhatsApp, of using biased algorithms and AI-driven restrictions to favour Bolsonaro.

Under the ruling, Meta may not reduce the distribution of political content, restrict searches, or remove posts in a manner that creates an imbalance between Lula and Bolsonaro. The order also requires the company to ensure its artificial intelligence tool applies identical criteria to both candidacies. Bellizze attached a daily fine of 500,000 reais, roughly $98,700, for non-compliance.

Symptoms described by Lula's party

According to Lula's party, some of the president's posts appeared without a share button and had reduced reach. Options for reactions, sharing, audio and accelerated playback speed were also missing from his content.

Why it matters

An internal acknowledgment that a sitting president's accounts were suppressed during an active campaign is a rare window into how platform machinery behaves under electoral pressure, and it puts Meta's public framing under strain. The company insists the episode involved technical severity rather than political interference, but the distinction matters little to voters if distribution gaps persist into the runoff.

The episode also shows courts moving from after-the-fact accountability to real-time operational mandates. Bellizze's order does not merely fine past behaviour; it dictates how Meta must rank, moderate and apply its AI systems to two specific campaigns, backed by a per-day penalty. That is an aggressive model of election regulation, and one other jurisdictions are likely to watch closely.

For platform-integrity watchers, the deeper problem is asymmetry of information. Folha could only report the internal messages because someone leaked them; outside researchers and regulators generally cannot verify whether a reach reduction is a bug, a policy decision or something else. Until platforms provide auditable insight into how political content is distributed during elections, complaints like Lula's will be settled through leaks and court orders rather than evidence.
