Mistral raises €3B led by Samsung in Europe's largest-ever tech equity round

Mistral AI closed a €3 billion Series D at a valuation above €21 billion, with Samsung leading, as demand for non-US AI infrastructure turns sovereignty into a business model.

Mistral raises €3B led by Samsung in Europe's largest-ever tech equity round

Mistral AI has raised €3 billion (roughly $3.58 billion) in a Series D round that values the French company at more than €21 billion post-money, or about $24.39 billion, according to TechCrunch. Mistral says the round is the biggest equity raise any European technology company has ever completed.

Who put in the money

According to TechCrunch, Samsung Electronics led the round, with EQT's Scaleup Europe Fund and existing investor PSG Equity joining as co-leads. The investor list is deliberately international: US firms a16z, Nvidia and Salesforce Ventures reinvested, while Advent and BlackRock came in as new backers, and the Grand Duchy of Luxembourg also joined. Many existing European shareholders doubled down.

Mistral told TechCrunch the money will fund expanded compute capacity, infrastructure buildout, faster commercial growth and a wider international footprint.

Selling control, not a European ChatGPT

The company has been explicit that it is not trying to build a European answer to ChatGPT. Its consumer-facing models have not achieved mainstream adoption, and Mistral still describes itself as an AI lab — but one whose business is increasingly built on letting governments and enterprises use AI while keeping a sense of control.

Two moves this year illustrate that positioning. In August, Mistral launched tools that let customers pick which geographic region processes their AI queries. It also began hosting third-party, open-weight models — including Chinese ones — positioning itself as a neutral AI services provider rather than a shop that only sells its own models.

TechCrunch notes that hosting Chinese models led some observers to suggest Mistral was drifting toward becoming a plain inference provider. The company pushed back in its announcement, framing its frontier research as the foundation beneath its infrastructure, products and sovereignty pitch. It also emphasised that it now operates in 20 countries, countering the perception that its remit is limited to France.

Geopolitics in the cap table

The round carries heavy geopolitical overtones. TechCrunch reports that Samsung's entry into Mistral's shareholder base had the blessing of French authorities, and French president Emmanuel Macron posted on X that the deal reflected France and South Korea's shared aim of "building a third way in AI."

That framing has commercial value. Amid growing demand for sovereign AI infrastructure, Mistral's non-American identity has reportedly helped its revenue, as customers in Europe and elsewhere worry about dependence on US technology amid intensifying politics around AI regulation and products in the United States.

The capital required to compete with leading US labs was never going to come from France alone. Mistral's answer has been an international coalition: Dutch chipmaker ASML is already a major partner and investor, and Samsung's arrival deepens that approach. TechCrunch draws a parallel to Germany's Aleph Alpha, which merged with Canada's Cohere.

US ties remain

None of this means a break with America. Mistral significantly expanded its strategic partnership with Microsoft in July, and US investors participated in the new round. The company's pitch appears to be optionality: enough distance from the US ecosystem to sell sovereignty, enough connection to it to stay plugged into the frontier.

Why it matters

This is the largest equity round in European tech history, and it lands at a moment when sovereign AI is shifting from policy slogan to commercial category. Mistral's bet is that a meaningful set of customers — principally governments and large corporations — will pay for control over where their AI runs, which models they use and who they depend on.

The round also shows what it now takes to compete at the AI frontier: billions in capital for compute, drawn from an international investor base because no single European country can supply it. Whether Mistral's sovereignty positioning is durable differentiation or a temporary geopolitical tailwind remains open, but with €3 billion in the bank, it now has the resources to keep its frontier research credible while the strategy plays out.
