Oracle and OpenAI expand partnership to bring ChatGPT and Codex into enterprise software
Oracle and OpenAI announced four enterprise AI products at Oracle AI World, pairing ChatGPT and Codex with Fusion, NetSuite and OCI — but the flagship Oracle AI Workspace is not generally available yet.

Oracle and OpenAI announced an expanded partnership on October 27, 2026 at Oracle AI World in Las Vegas, aimed at embedding ChatGPT and Codex directly into the software that runs large businesses. According to a dev.to analysis of the announcement, the deal spans four products — and the most prominent one is not shipping yet.
Four products in the suite
The flagship, Oracle AI Workspace, is designed to give employees ChatGPT access to approved Oracle Fusion Applications, NetSuite, Oracle AI Database and OCI data and workflows through plugins. Oracle's example use case is a finance employee asking a single question and receiving an answer that combines costs, purchasing decisions and month-end close status drawn from finance, procurement and planning systems.
The detail Oracle emphasizes most is governance. The company says Workspace preserves the permissions, approval chains and access controls a company already has in place, so an assistant can act on data without seeing anything it should not or approving anything it should not.
Oracle App Composer, the developer-facing piece, lets employees build internal business applications using Codex and other AI coding tools against approved company data, with Oracle handling deployment on OCI. The underlying bet is that the backlog of internal tools that never reach a roadmap — dashboards, approval flows, data-entry apps — becomes something a small team can actually work through.
Oracle AI Security Mesh is a managed service that applies OpenAI's cyber models to probe customer applications for vulnerabilities across OCI, other clouds and on-premises environments. Customers define the authorized scope and review any fixes before they are applied.
For smaller companies, the Oracle AI SMB Bundle offers approved small businesses $12,000 per year in OCI credits, renewable for up to two additional years, plus a one-time $50-per-user ChatGPT credit for up to five users. It also includes free tiers of NetSuite QuickStart and App Composer.
What is available today
As dev.to points out, the announcement outruns the shipping schedule. Oracle AI Workspace is listed as "coming soon," with only limited-availability registration open — there is no general availability and no way to simply sign up and start using it. App Composer likewise points to limited-availability registration.
What US Oracle customers can already do is purchase OpenAI API, Codex and ChatGPT Work access through the Oracle Marketplace using eligible Universal Credits. That is a real buying route, but it is US-only and distinct from the new Workspace product.
What the executives said
Oracle CEO Clay Magouyrk framed the suite as a combination of the two companies' strengths: "With this new product suite, we are uniting their transformative AI capabilities with Oracle applications, data, and cloud infrastructure." OpenAI president and co-founder Greg Brockman said: "More businesses are choosing OpenAI as we make it easier to put AI to work through the tools and systems they already use."
Why it matters
The governance claim is the load-bearing part of the announcement. Employees at large companies already use ChatGPT, often by pasting internal data into it with no oversight. A version that operates inside existing access controls and approval chains is the one IT departments can sign off on — and if Workspace delivers on that promise when it ships, it could reshape the enterprise adoption conversation.
App Composer signals a shift in who builds internal software, since most enterprise development is internal tooling that rarely gets attention or budget. And Security Mesh's design — customer-defined scope with human review of fixes — sets a sensible template for how AI security tooling should work to earn trust.
The caveat is the familiar one in enterprise AI: the time between a press release and a shipping product still matters. Oracle shops can register interest now and settle early which data and workflows ChatGPT should touch. Everyone else should judge this partnership when Workspace actually ships and the first customers report what it did to their approval workflows.
