Tesla has begun running its first Cybercabs on public roads in Austin, Texas, according to TechCrunch. The vehicles are the company's purpose-built robotaxis, shipping without a steering wheel or pedals, and their arrival puts Tesla on a direct collision course with federal safety rules written around human drivers.

The fleet is tiny for now. Texas's automated vehicle tracker listed 45 registered Cybercabs in the state at the time of TechCrunch's report, a number the publication describes as lacking any real scale next to Waymo, the current benchmark for US robotaxi operations.

NHTSA opens an investigation within hours

The National Highway Traffic Safety Administration opened an investigation into Tesla just hours after the first Cybercabs appeared on Austin streets. The core issue is a simple conflict: existing federal vehicle safety regulations require manual controls such as brake pedals, and the Cybercab has none.

The Department of Transportation has recently proposed scrapping those requirements for vehicles designed to drive themselves, but NHTSA's swift response indicates the current rules still stand. Tesla chose to self-certify the Cybercab, the standard route automakers take for conventional human-driven vehicles.

The investigation does not necessarily halt the service. TechCrunch reports that Tesla may continue operating the Cybercabs while the probe plays out, and notes that there is precedent for NHTSA taking this kind of action.

A subdued debut for a make-or-break product

The street debut followed an unusually quiet Cybercab event in Austin, one that lacked the festival atmosphere of earlier Tesla launches and left Wall Street unimpressed. CEO Elon Musk did not attend, an absence TechCrunch calls notable and puzzling given that he has spent years arguing Tesla's future value hinges on robotics and AI.

Senior reporter Sean O'Kane, writing ahead of the event, framed the stakes as a fork in the road: either Tesla begins transforming urban transportation with the Cybercab, or the company reveals that, for all its efforts, it is simply an automaker after all.

Tesla has also published guides with practical details about the vehicle, including that the robotaxi is off-limits to children, and has signalled interest in selling the autonomous vehicles to fleet operators.

Rivals tighten the race

Waymo went on the offensive in the run-up to Tesla's event, arguing that fully autonomous vehicles are not possible without a mix of sensors and warning that pure end-to-end AI systems are not safe enough. The Alphabet-owned operator also opened its robotaxi service to the public in Denver, San Diego and Tampa, while Zoox extended its commercial Las Vegas service to include trips to and from Harry Reid International Airport.

Why it matters

The Cybercab rollout is a landmark for autonomous AI deployment: a vehicle with no manual controls is now operating on US public roads under a self-certification process originally designed for ordinary cars. Whether NHTSA's investigation, the DOT's proposed rule change or Tesla's own decisions resolve that mismatch will shape the path for every company that wants to deploy purpose-built robotaxis.
